Reject directly, there is nothing to say.

If you ask for revision, the author will be given a choice at this time whether he is willing to revise it. If you choose not to, it is equivalent to being rejected and unable to publish.

If you wish, the paper will enter the under revision process. The author will receive revision comments from the reviewers. The author can revise the paper based on these comments, or directly refute the reviewers' comments and argue with reason.

Then resubmit the manuscript for review, and then enter the under review process again...
