When one thinks of their condition before, one could understand why. 

Threats from Darkspawn and the hard grip from the kingdom over the people, it is no wonder the people in the Three Kingdoms are all hardy people

But in this kind of environment progress is hard. Other than the military most other disciple of lie is ignored

Arial understood the power of the military. But he also understood that the more important thing is knowledge.

Military itself is not power. The knowledge of military is the thing that is powerful. The knowledge of military is what separates two commanders.

The Three Kingdom did not expend any of their resources to education. As such they lack administrators and most administrators of the kingdom is from the noble family.

In Human Continent while there is a separation between nobles and commoners, the differences did not lead to such disparate condition as it is in the Shadowlands.

Arial on the other hand stress heavily in knowledge and education as he believes that as more and more people become knowledgeable, the more his army could advance.

In Eden, there is a revival and a renewed enthusiasm to explore the world and seek knowledge.

One must not discount the power of knowledge. 

The Empire siege weapon is known as one of the deadliest and impactful siege weapon in the Human Continent. 

It was so effective that there was sometime rarely the need to scale the ladder and instead rely on the superior siege weapon of the Empire to break through one part of the walls or the gate. 

Education is not highly valued here in the Three Kingdoms. 

In the Human Continent, Imperial examination is something that has been introduced a long time ago during the reign of Emperor George the Wise.

Some kingdom after the Secession reverted back to the old ways of recruiting people which is through connection but Arial own Empire has begun implementing policy to slowly revive back this method of choosing officials and administrator.

'Hmm' he sighed.

'A primitive world full of hardy people. If there is no magic covering this continent and I brought my army here to conquer it, I believe in ten years I could control all of the lands in the Shadowlands and in Novus Gaia' 

This is his honest thoughts

He walks back to his office. 

Most of the time he would only use the Grand Hall when there is something big that requires the whole of his officials to respond to

He would settle a few things before going to check the soldiers and their training. Only by looking at them could he decide the way of how to organize his army.

He decides to organize the army the way like the Orc army. Of course there is some adjustment and improvement that he had made following the system of the Orc.

Some things that work for the Orcs might not work for these people. He would try it out first before he made any rash decision

The reorganization of an army could not be completed in a day. It is a system that needs to be taught and practiced.

He also had many new ideas. Before the dreams brought him here, Arial had drafted a plan in the Vermont Palace.

After the Conquest War, the army had nothing to do. While they do fight rebellions that pooped up every once in a while, it was not like during the Conquest War.

Arial even then had slowly disarmed a lot of people and send some men back to their homes. 

Arial even decided to reorganize the army to be even more structured. He was even drafting new political structure to made the governance structure even more perfect

Most of the nobility structure when he first writes it, it was not that detailed. There is a lot of things that could be exploited and there is loophole everywhere. 

Like right now the structure of governance in this state is very simple. Only after he truly secured his reign here and making sure it is really stable before he could cover up the loophole and create a perfect check and balance between the many departments under his power

He was thinking of all of this even as he is walking toward his office. It does not seem that he is affected that much by whatever he was dreaming just an hour ago.

He chooses a certain hallway that is empty to go to the direction of his office. The office is merely one of the larger rooms in the castle that he had designated as his office. 

He felt it is quite a task to go to his office. It is high up in a tower. In his mind, he also decided to check the pros later and persuade some of the nobles to surrender

He needs administrator and establishes his control over the region. Orval had also given him the map and he knows that the map is the best map that Orval could give. 

It is not detailed as not all villages and small towns are recorded. But most of the large kingdoms and cities is recorded in the map

The reason why most villages and small towns is not recorded is because sometimes no one knows whether that village would still be there the next time they come

Outside of the large cities and states of the kingdoms, is a lawless and chaotic lands. 

As such most population of the Three Kingdoms lives inside the large cities in the kingdom.

For example, Balhae is the largest cities of the state of Balhae. 

Most of the state is given name according to the largest city in that area. 

And the borders of the state are determined by the King who draws the border during the first formation of these Three Kingdoms

There are also the disputed lines which is the point where one border of the kingdom borders another kingdom. 

Arial shook his head

There is still so much he does not know. In just a few minutes he arrives at his office and opens it.

He sat down on his office and began writing his thoughts. Pen to paper, he began writing a piece that would change the way the Three Kingdom is governed. 

At the same time this was happening, in front of the city of Balhae, there is something absurd that is happening.

There is an old man on a large warhorse. The warhorse seems to share the same valiant pose as its master as it neigh

And it shocks the people. The sound of the neigh of the warhorse sound like a roar

The old man is smiling, his body wearing some bronze armor.  Onn the bronze armor, there is scratches here and there but nothing indicate that he had been hurt

Fifteen feet behind, the old man entourage cheer upon him, the cheers sound like a mocking to those people in the wall that is looking down on these people

There is no helmet covering the old man face as his elflock hair sways left and right behind his head.

He wields a large claymore. He threw the claymore to the ground and then he jumps down from his horse and the ground seems to tremble before cracking under the force of his feet. 

'HAHAHAHA!' he laughs and his laugh reverberated across the empty area around him. It echoes all over and even the commander on the wall could hear it.

Some who did not have strong constitution fainted as the sound is like a wave that washes over and over them.

The commander frowned but even he is trembling. After a few second the echoes of the laugh finally could no longer be heard 

But it is because of this the commander of the wall look at that old man in front of the city wall with apprehension.

From his vantage point, that old man seems extremely tiny and small. Yet, for some reason the commander felt like there is a giant standing in front of him, his aura filling the whole area of the wall. 

He thought it was an easy task 

Yet, the old man is clearly not some normal old man.

Even those soldiers that treated the old man as an enemy could not help but admire the old man bravery.

This city wall is merely the outer city wall to Balhae.

As such there is not that many people guarding it. Not to mention the wall is jut repaired a few days ago and some other soldiers were sent to do some other task around the area.

It is absurd to think that around one hundred men on the city wall felt threatened by one old man

The laugh of that old man has some certain magic to it. It made people felt the personality of this person

It was a valiant and carefree laugh, completely making the people look at this old man with awe.

To the shock of everyone this old man stands at the height of seven feet. 

Among men, he is like a giant.
