Now the king has moved his residence to Tuzhong (Luoyi), and is in charge of the affairs of the court. He must be cautious when moving or speaking, respect virtue, and practice moral education. God will grant wisdom, good and bad luck, and a period of time to the king according to his virtue.

When my king first takes possession of the new capital, he should advocate virtue and pray to God for the permanent mission of governing the world. Today, I lead all the kings of the country to come to the court to congratulate you. It is not to comfort the king, but to offer gifts and sacrifices to heaven so that the throne can be passed down from generation to generation without end. "

After the imperial congratulations were over, the Emperor of Zhou led his ministers and princes to hold a winter sacrifice in Luoyi.

On the first day of the first lunar month of the following year, the Emperor of Zhou presented sacrifices to the temples of King Wen and King Wu with court gifts, and reported the important matter of moving the capital. Offer a red cow each in Wenwang Temple and Wuwang Temple. The Emperor of Zhou entered the Ancestral Temple and offered wine to the spirit of the late king. At this point, Emperor Zhou completed the ceremony of moving the capital.
